City of Jenkinsburg
Council Meeting
December 12th 2011
7:00 P.M.
Present were: Mayor Kenneth Rooks, Council members, Joye England, David England, Susan Barabas, Eddie Ford, and David Nestor. Also present was Laurie Yaw City Clerk, and Public Works Director, Wesley Keber.
Motion was made by David England to approve the agenda as presented. The motion was seconded by Eddie Ford and motion was passed unanimously.
David England led the invocation and Mayor Rooks led in the pledge to the flag.
Minutes from the November 28th 2011 meeting were approved. A motion was made by Eddie Ford and was seconded by David England. Council vote was unanimous.
City Clerk, Laurie Yaw read the financial report. A motion was made by Eddie Ford to approve the report, and Joye England seconded the motion. Council vote was unanimous.
Eddie Ford read JBGR-11-07 2012 Budget. A motion was made by Eddie Ford to adopt 2012 Budget and David England seconded the motion. Council vote was unanimous.
Mayor Ken Rooks read JBGR-11-09 Code of Ethics. A motion was made by David Nestor to re-adopt the Code of Ethics and Eddie Ford seconded the motion. Council vote was unanimous.
Eddie Ford read JBGR-11-08 To Amend Code of Ordinance Sunday Sales Section 4-3-2. A motion was made by Eddie Ford to amend Code of Ordinance Sunday Sales Section 4-3-2 and David England seconded and by voice vote motion passed positive with four council members approving and Joye England abstaining.

Mayor’s Report
Since there were no public comments, a motion was made by Eddie Ford and seconded by David Nestor to move into Executive Session for personnel matters. Council vote was unanimous.
Motion was made by David Nestor to return to regular session and was seconded by Eddie Ford. Council vote was unanimous.
Eddie Ford made a motion to change the salary of the City Administrator, and City Maintenance and Grounds employee to $14.00/hour beginning January 1, 2012. David England seconded the motion and motion passed unanimously.

January 9th 2012
7:00 P.M.
Present were Mayor elect David Nestor, Council members Eddie Ford, Susan Barabas, Ken Rooks, and newly elected member Richard Weaver. Also present was Laurie Yaw City Clerk, City Administrator Cheryl Reid and Public Works Director, Wesley Keber.
City Clerk Laurie Yaw called the Council meeting to order at 7:00 P M.
Oaths of Office were administered by City Clerk Laurie Yaw to Mayor David Nestor, Council members Susan Barabas, Richard Weaver and Ken Rooks.
Laurie Yaw then passed the gavel and turned the proceedings over to Mayor David Nestor.
Motion was made by Eddie Ford to approve the agenda as presented. The motion was seconded by council member Ken Rooks and motion passed unanimously.
Cheryl Reid led the invocation and Mayor David Nestor led in the pledge to the flag.
Minutes from the December 12th 2011 meeting were approved. A motion was made by council member Ken Rooks, and seconded by Susan Barabas. Council vote was unanimous.
City Clerk, Laurie Yaw read the financial report. A motion was made by Eddie Ford to approve the report, seconded by council member Ken Rooks. Council vote was unanimous.
Council member Ken Rooks made a motion to appoint Eddie Ford as Mayor Pro –Tem, and Richard Weaver seconded the motion. Eddie Ford accepted the appointment and council vote was unanimous.
City Appointments for 2012: Mayor Pro-Tem Eddie Ford made the motion to re-appoint those listed and Council member Ken Rooks seconded the motion. Council vote was unanimous.
Council re-appoints the following to serve for 2012:
Laurie Yaw: City Clerk/ Financial and Elections Officer for Qualifying and Ethics.
Cheryl Reid: Deputy Clerk, City Administrator
Attorney Firm: Kent Lawrence
Auditor: David Haisten
Water Authority Member for the City: Wesley Keber
Judge: Wilson Bush
Court Clerk: Jeanette Riley
Integrated Science – Cary Dial spoke on water line mapping
Rindt& McDuff – Mike Lott spoke on grant for water improvements.
